Is it possible to set maximum accepted bitrate, resolution and fps for a broadcast?

I want to set a maximum bitrate, resolution (width x height), and frame rate (fps) for a broadcast. For example, if the maximum bitrate is set to 1500 on the broadcast object and the user tries to stream with a bitrate higher than 1500, the stream should be rejected. The same should apply for resolution and fps.

Is this achievable?

at the moment it is not possible to achieve this and only resolution restriction works for rtmp publish.
