How can I use just the terminal and no sudo commands to open the .dmg file in Mac Terminal. Ive tried other ways and it wont work.

You don't need sudo for this — a .dmg installs fine from the Terminal entirely in user space. Mount it, copy the app out, then unmount:

hdiutil attach ~/Downloads/BrowserOS.dmg
cp -R "/Volumes/BrowserOS/BrowserOS.app" ~/Applications/
hdiutil detach "/Volumes/BrowserOS"

Copying to ~/Applications (your home folder) needs no admin rights. Adjust the .dmg filename and the /Volumes/... name if yours differ — run ls /Volumes right after the attach step to see the exact mounted name. If it still won't budge after that, reopen this with the error you're seeing and I'll help narrow it down.
