Move Cake.SqlTools to Contributors

Hi all,

I would like to move (have) the Cake.SqlTools to the cake-contributors organisation.
We should reach the existing owner for transfering the NuGet package ownership.

I have spoken with the owner of that package previously about moving his addins into the Cake-Contrib Organisation, but at the time, it wasn't something that they wanted to do.

I have no objections to someone else trying to reach out, as they might have better luck than me.
