When do I start seeing my changes to a Github workflow?

I have a certain action that is failing on my PR. I suspect this actually a problem with my workflow so I updated my workflow file created a PR, but even on this PR the Action fails. Does this mean my changes did not fix the problem, OR do I have to first merge the action and only then will I see the change, since the workflow on main was unchanged?
