Error for deployment_status event on PRs from forked repos

I'm running into the issue described in this discussion. That discussion was closed by the stalebot, but this seems like a definitive bug to me, so re-opening here.

When using deployment_status as a trigger, if a PR is initiated from a forked repo, it results in the following error with the status "Startup failure":

This run was triggered by the commit {commit_id} which is not referenced by any branches or tags in this repository. It is either an orphaned commit or from a fork of this repository.

It also shows up as a strange "(Unknown event)" action on the actions history page. Here's an example (and in that repo the error reproduces consistently).
