license/cla task is required but occasionally gets stuck in "Waiting for status to be reported"

We have a required check for PRs that does "license/cla check". Unfortunately, sometimes (not all time but happening more often over) it gets stuck waiting for status to report. What is bad, it isn't really part of a GitHub action so we can't rerun failed checks.
