Issue view from with a Project doesn't underline link in title even with underline links enabled in settings

When viewing an issue from a project, the linked issue number (e.g. #123) isn't underlined, which makes it hard to discover as a link, especially as the same number is not linked in other places on GitHub, such as the issue page itself.

I have "Show link underlines" set in https://github.com/settings/accessibility
