Add Tag for Owner-Created Issues

Kind request to Introduce a distinct tag/label to mark issues created by the repository owner. This helps contributors quickly identify official issues, differentiate them from community-reported ones, and prioritize accordingly.

Maybe something like “Owner-Issue” or “Official” could be introduced as a label, so contributors can immediately see it and act accordingly.
