Issues page becoming increasingly inaccessible with more and more moving/jumping/sticky elements

Just now I noticed that the issues page now has a massive moving sidebar that jumps around when scrolling.

I know that GitHub accessibility reps have said in the past that this kind of inaccessibility is not a priority. But I want to keep expressing my disappointment that GitHub continues to actively make this website more and more hostile to me.

Is it so unreasonable to expect to be able to scroll up and down a page without parts of it jumping and swooping around? It's intensely distracting, and seriously interferes with getting real work done.

Browser is Safari 18.6, though I would expect to see the same results in any browser.

Notice that the sidebar on the right doesn't stay put as a physical object would; instead it mysteriously jumps around during the scrolling process, which is very jarring and induces motion sickness.

Also there is some kind of unhelpful notification that suddenly barges in at the top of the page, also demanding attention and inducing motion sickness, because it disrupts motion cues.

On top of all of that, the main part of the page also jumps around slightly when this is happening, making it impossible to concentrate on page content.
