I requested the usage for September 25th. However, I did not receive the usage report by email.

Usage reports are not automatically emailed. They are generated in your GitHub account settings.
If you are looking for Copilot or Actions usage go to Settings → Billing & plans → Billing summary and select Usage. From there you can download a CSV of your usage for the selected date range. That data is available immediately without waiting for an email.
If you specifically need an invoice, invoices are issued once per billing cycle and sent to the billing email on file, not on a per-day basis.
So for September 25 you should check the Usage tab in billing settings rather than expecting an email. If you still do not see it and you are an org owner you can open a support ticket with GitHub to have them resend the report.
