Allow manually sorting discussions and marking discussions as invalid or superceded

1. We need a way to make a discussion invalid and/or superseded by another discussion
2. We need a way to enforce sorting on a discussion category that's not customizable by end user's interfaces and is instead manually sorted by an admin according to priority, or date, or whatever else.
