create issue out of discussion item does not offer to use the issue templates

Steps to reproduce

1. go to discussions
2. select a discussion
3. click on the 3 dots at the top-right of the discussion frame
4. click on "Reference in new issue"

actual behavior

An issue edit modal pop-ups which contains as issue summary the first line of the discussion and the rest of the text appears in the issue body.

expected behavior

The issue template options are offered, once an option is chosen the edit modal pops-up and all text from the discussion is at the issue body, leaving the issue summary blank (or it could be the discussion title too, TBD from other users feedback)
