(Commit Dates) show abbreviation indicator for commit time #46148

(This was tested only on chrome - if someone wants to reproduce on firefox that would be appreciated).
As of now, the commit time inside commits has a "Last commit X ago". The X ago is hoverable, which is a surprise for many users, as the element shows 0 indication of its hoverability. Instead, it should have the same standards as the regular title attribute, and have a dotted line underneath.
(See the "last month" in the image above - it has no indicator).
