Get setting out of render()

Hi, hope doing well i just write a switch control and wanna know can we use it out of render() function?
I mean here is what i think about it:

    public function __construct($data = [], $args = null) {
        parent::__construct($data, $args);
        if ( $settings['setting_id'] == 'yes' )  {
             wp_register_script( 'script', Url_Plugin . 'js/scriptjs', [ 'elementor-frontend' ], '1', true );
        }
    }
    public function get_style_depends() {
        return [ 'script' ];
    }

If 'setting_id' set yes include script.js file!
