The Setting app is available everywhere

Thanks to the Settings app, it is now possible to configure more aspects of the repository that you maintain. This is done in the spirit of maximising individual freedom and transparency.

You can find an example in our infra repo where we use it to enforce a merge workflow using bors (which is also enabled everywhere).
