No, it's not more required to install FCOS first.

The following command gives you the download location of the installer ISO:

openshift-install coreos print-stream-json  \\
  | jq -r .architectures.x86_64.artifacts.metal.formats.iso.disk.location

and this is an scos 10 live image ;-)
