When managing multiple environments, how to deploy edge functions with configurations in the config.toml

I am working on a project and using this documentation for creating the multiple environments such as production and development environment.

But how can i deploy the edge functions with github actions which should also using config.toml to configure the edge functions.

I have the following step in workflow, which works to deploy but it doesn't respect the configurations mentioned in the config.toml such as when i disable a edge function.

In github workflow:
- name: Deploy Edge Functions run: supabase functions deploy --project-ref $SUPABASE_PROJECT_ID

in config.toml:
[functions.testfunc] enabled = false verify_jwt = true import_map = "./functions/deno.json"
