Strictly component scoped scss?

Hi,
I am thinking of switching to Vue for a new project. (Coming from Angular and React)
Is there any way in Vue to keep scss strictly component scoped, i.e without affecting the root element in a child component? Ideally even with an external, component scoped scss file like it is always the case in Angular or in React with the .module.scss files?
