Ban the cat command

For the greater good of the rat economy, the cat command must be… retired.

I looked into this and couldn't figure out a "secure" way of doing it. Our current options are manipulating PATH with a custom script, overriding the shell command or hooking into LD_PRELOAD (which is Linux-specific).

try smthn like

this acts like an effective blacklist
