This issue is related to oscal-compass/compliance-trestle#1727.

The goal here is to explore a transformation API and use cases for common OSCAL to OSCAL transformations.

This includes the following:

OSCAL Component Definitions to SSP
OSCAL Component Definitions to Assessment Plan
