Manager update docs still using old tag notation (YEAR.MAJOR.MINOR) #348

The Docs at https://docs.osism.tech/upgrade/manager.html still use the old git tag notation:

##########################
# versions

ceph_manager_version: 2019.4.0
kolla_manager_version: 2019.4.0
osism_manager_version: 2919.4.0

This is counterintuitive for newcomers to OSISM and should be changed to fit the current tag notation/versioning.

The documentation needs to be revised.

I have prepared another alternative at https://release.osism.tech that is up to date.
