Add all missing networks for Rochester-Genesee Regional Transportation Authority

This issue pertains to bus routes/stops tagged with operator=Rochester-Genesee Regional Transportation Authority (https://www.wikidata.org/wiki/Q7353936). Per the Wikidata page, OSM's iD editor and the NSI currently supports automatically adding tags for either network=RTS or network=RTS Ontario, but RGRTA also operates separate networks in six additional counties around Rochester, NY, USA. Thus, the following networks also need to be added to the NSI:

network=RTS Genesee
network=RTS Livingston
network=RTS Orleans
network=RTS Seneca
network=RTS Wayne
network=RTS Wyoming

Their addition will both support future edits and address a current issue where iD (via the NSI) is incorrectly suggesting network=RTS as a replacement for network=RTS Wayne.
