Create a riddl-hugo-theme that provides all the shortcodes for generated docs.
When hugo pass generates input to hugo, use the riddl-hugo-theme shortcodes exclusively
Allow and validate riddl-hugo-theme shortcodes in the documentation of definitions.
Permit any Hugo Theme to be used with RIDDL's hugo output
