Create a dedicated testing environment using docker

The idea is to have a clean testing environment that doesn't interfere with my own environment. This testing environment should be provided automated scripts to reduce more manually intensive iterations of feature development. This will allow for conducting quick eyeball tests as well as test scripts that implement deterministic simulation testing.
