Create grid layout for PURL and VERS tools

The task is to draft a grid layout for PURL and VERS tools - meaning the tools that you can use to create, parse or validate PURL or VERS information. This is intended to include the PURL "implementation" projects hosted under the package-url GH organization and also similar tools developed elsewhere. There will be some cases of overlap with the projects we have listed under Adopters - e.g. aboutcode-org/univers, but the Adopters sections are intended to show who is using PURL or VERS within their software or organization vs Tools for software that has a primary purpose to build, parse, validate or otherwise manage PURL or VERS data.

The CycloneDX Tools grid at https://cyclonedx.org/tool-center/ seems like a reasonable place to start although we will have fewer attributes to start. Some of the attributes we should report are:

• Name
• Description (from the project website)
• Home page URL
• Download URL (if available - e.g. PyPI for https://pypi.org/project/univers/
• Base language - e.g., Python for packageurl-python
• License

In the future we will need a process and template for organizations to add themselves to Package-URL Tools, but we should be able to gather most of this information on our own for this first version

@mjherzog What/where are the "tools" with which you want me to populate such a grid?

@johnmhoran I found a list from my (now old) PURL-specification_plan-v0.12.docx and updated it for VERS.
What is the better format for you? Attach a spreadsheet or add the table to this issue?
