Extend the timeout when releasing to sonatype

By default, the existing timeout for cutting a release is relatively short. During periods of high load, such as the past week (likely due to log4j remediations), more publishes time out on attempting to close or release repositories.

We should update the timeout to something like 20 or 30m.
