[Meta] Polkadot Stablecoin on AssetHub

I am creating this as tracking issue for implementation of polkadot-fellows/RFCs#155
Gav wants this by Nov so I would like to get the work started before all the details are discussed and finalized.

I am breaking the task into 3 main steps:

• Get pallets merged into polkadot-sdk repo
• Integrate pallets into Westend Asset Hub runtime
• Integrate pallets into Polkadot Asset Hub runtime

Here are a list of pallets to be integrated:

• auction Add Auction Pallet #9895
• auction-manager
• cdp-engine
• cdp-treasury
• emergency-shutdown
• honzon
• issuance-buffer
• loans
• oracle Add oracle pallet (part of Polkadot Stablecoin prerequisites) #9815
• savings

Some of the pallets are built for honzon protocol and some of them are taken from ORML and generally reusable (e.g. oracle and auction). I plan to put the reusable pallets in frame directly and honzon pallets into frame/honzon.

In order to avoid one gigantic hard to review PR, I will PR each pallet into polkadot-sdk one by one
