Omni-node: Support relay parent offset in manual-seal mode

The manual-seal mode in omni-node currently does not support the relay parent offset feature.

Runtimes configured in this way want to have multiple relay descendant headers in their inherent data. We need to modify the implementation for omni-node to provide the expected data in the state proof.
