Establish a list of tags. (proposal : https://docs.google.com/document/d/1W6PbmvrBXXn2vlzELhmbC19NgLWuTPxicihCEf08jSs/edit#heading=h.aa7uo5oesr08 )
make sure all AWS resources are tagged via pulumi
enable additional cost allocation tags if required
