[Bug]: MCPM and UVX Compatibility Issues

What happened?

• When I add an MCP that uses UVX, it shows me that the MCP is working even though UVX is not installed.
• In mcpm doctor, the UV version control is not visible.

1. mcpm install fetch
2. mcpm run fetch (working, but UVX not installed)

What did you expect?

Mcpm should check if uvx is installed if it is using it.
