POC adding kubeflow/model-registry to the dashboard

POC adding https://github.com/kubeflow/model-registry to the dashboard for the purpose of preventing breaking the material UI theme in the future.

The deliverable for this issue should be having the above repo forked under the testing org and displaying its CI status on the dashboard.
