add labels(?) to major ibc clients

Summary

Anyone can establish an IBC client on penumbra but some are sufficiently important/notable that hand labeling them would be useful to many users. For the list of IBC clients, add an additional column or a floating label (ie non-interactive button). Similarly, for individual clients, add an additional field or floating label.

Here is a list of important, established IBC clients:

• 07-tendermint-0: Cosmos Hub
• 07-tendermint-1: Dydx
• 07-tendermint-2: Noble
• 07-tendermint-3: celestia
• 07-tendermint-4: Osmosis

Before pursuing this issue, reaching out to Penumbra and clarifying how this info can be managed/authoritatively checked is important. A rogue IBC client getting a label for one of these sounds like an easy recipe for disaster.
