Describe the bug

The page The Penumbra Guide - Governance - Quick Start contains a table of links. This link is dangling:

I want to contribute funds to the Community Pool.

I found this page after seeing "N.NN% to the Community Pool" in https://penumbra.today overview pages for validators.

To Reproduce

  1. Go to The Penumbra Guide - Governance - Quick Start
  2. Click on I want to contribute funds to the Community Pool.
  3. Observe there is no such anchor or section name.
  4. Search in page for "community pool" and review each hit.
  5. Observe that all references to community pool on that page describe how governance proposals may spend from the pool with a specific txn plan, but none of those reference describe contributing to the pool.

Expected behavior

It should link to https://protocol.penumbra.zone/main/community_pool.html#contributing-to-the-community-pool

I am guessing this section migrated between pages in previous edits. If there's any way to add a link checker that can detect anchors to CI, that might prevent similar link-breaking edits in the future.

I searched this issue tracker for "community pool" and glanced at open/closed issues. None seemed specific to docs.
