[FEATURE] The development command can only specify the port; it is not possible to specify the host at the same time. #20

Version 0.3.1 can only specify port, and the project can only run on loclhost (meaning it can only be debugged on localhost)

Suggestion:
- The gesttalt dev tool can specify the host address.
- Alternatively, the host address and port can be specified in the gesttalt.toml file.
