Missing Header in Response Envelope

According to AS4 Profile of ebMS 3.0 Version 1.0, the response soap envelope requires the attribute S12:mustUnderstand="true" in the eb:Messaging element.

This attribute is already present in a positive receipt but in negative receipt means in Error message

In Error Message is it required to add S12:mustUnderstand="true" in the eb:Messaging element??

Yes, I think it makes sense to set the mustUnderstand to true because it is a SOAP header that must be understood by the receiver.
