Stability when generating multiple projects

Putting project ids in different orders to the dataset generator script can still create slightly different datasets, although the issues less pronounced than it was.

It's to do with how some tiles appear in multiple datasets, which affects output sizes, which affects the randomization. It's not totally obvious how best to solve this issue.
