I run PLA with PHP 8.3.1 and (only) the 1.9.9-dev still works. Is there any development ongoing today? Seems like the project is abandoned. If so, then why? It's a very useful tool.

Agree - it is a very useful tool!
I would go for restructuring it - split into separate files with namespacing.
Would make it easier to maintain.
Couple of issues ... time & money!
