Compile a "packet" of PHP TestFest information for user group leaders

This virtual packet should include:

• Write a tutorial for how to find areas of PHP to test #49
• Write content for the "Intro to PHP TestFest" presentation #51
• Write a tutorial for getting started with pull requests for php-src #52
• Contest details and rules
• Links to Sammy's video series and php[tek] 2017 slides

What else should this "Lead a PHP TestFest Event" packet include?

It'd be a bit of work, but maybe template keynote/ppt slides for them to use?

@SammyK I've set up a basic template for slides using Hovercraft with Impress.js here: https://github.com/phpcommunity/phptestfest.org/tree/master/slides

This is mainly to make versioning of presentations in a repo easier, but if keynote/ppt are easier for everyone else, I'm welcome to using other tools.

Using the Hovercraft approach, it should be easy for anyone else to add content, without worrying about the style/design of the presentation or having Keynote/Powerpoint installed. I'm happy to help with styling after the fact to make things look nicer.
