After upgrading to 2.11.2 alpha, events synced G->O are shifted backwards by one hour. My gcal is in GMT+1 and my ocal in UTC+1, so I'm guessing that either the writing or the reading is missing the time zone info.

Bug Description
Events are shifted one hour in time due to incorrect writing to Outlook when calendar there is in UTC+1

Grabbing the hotfix from there resolved a similar issue for me.

The latest hotfix indeed solved the issue!
