For the tracker, for example, a vault could run on a static IP "plan-systems-federation.org" and there could be a feed "plan-tracker//2020-09" where each week vaults running for more than say 24 hours, would post an entry for each community URI they have a feed for (each entry being the community txn feed URI and the vault's IP addr). So when you fire up a fresh vault and when a pnode asks for some feed it doesn't have, it would be able to look it up and join that swarm.
