Feature request: Allow admins to create a global Cloudflare integration

Currently each user needs to add their own Cloudflare integration. A very helpful use case is to allow admins to create a global Cloudflare integration since most hosts have their users' zones on their accounts to leverage on Cloudflare hosting features.
