even if adding these permissions manually and admin consenting to them https://graph.microsoft.com/.default openid profile offline_access PowerShell is still not allowing us to run this cmdlet "Register - PnPManagementShellAccess"
Action is being done by Global Admin, yet issue follows.
Microsoft has provided documentation indicating we need to open a ticket with GitHub
