[BUG] Workspaces view blocks other applets from appearing

Specific applet that this is regarding (if applicable):

Workspaces applet (and all others that it blocks)

Issue/Bug description:

When the Workspaces view is open, it is impossible to open any other applet.

Steps to reproduce:

1. Open the Workspaces view by clicking on the Workspaces button on the top left
2. Click on the "Applications" or "Launcher" buttons on the top panel
3. Click on the "power button" on the top right of the panel

Expected behavior:

• For (2), the Applications or Launcher applets should show up and be visible.
• For (3), the power menu actually shows up, but it should be on top (currently it's under the workspace list).
