Signup isn't working. I tried allowing it through firewall, the netsh command, but still nothing works.

I've never seen this before and this is a fault somewhere deep in WINSOCK apparently as per quick googling. Your windows installation appears to be borked. Can't really help with that, especially given that you trimmed the logs and gave no platform information.
