RCTRL (Right Control/Right CTRL) key doesn't work in-game unless "dash key" is pressed

Bug description

After trying to adjust lazer to match my stable's keybinds for osu!catch (left = menu; right = right control), I noticed that moving to right doesn't work unless I'm dashing, if I change it to a different keybind it works as usual. Earlier when I played osu!catch in a multi lobby, and trying to move to right, I also noticed that Control keys expand the in-game leaderboard and chat, so there might be an overlapping keybinds issue.
Attached a video, showing me setting the keybinds and using them in-game, along with a handy on-screen display of my keypresses.
