fix(bootstrap): should apply resources' limits

# Motivation

There were some limits applied to the pre cluster workloads to avoid too much resources consumption.

These limits are not applied while executing the bootstrap of an organization

Make the bootstrap module apply the appropriate resources to the workloads.
