Describe the bug
Downloading an ontology is forbidden on the webprotege-stage.stanford.edu

To Reproduce
Steps to reproduce the behavior:

  1. Go to a user's home page
  2. Click on the three-horizontal-bars action menu of an ontology, select "Download"
  3. Click on "OK" button to select Download format
  4. See error "Forbidden" page opens

Expected behavior
The selected ontology should be downloaded to the user's Download folder
