Map14 and map15 were recently added as part of #1355 and #1365
Map16 is a zone that was never used, there's probably no GUIDs to implement.

It does have GUID's (and a unique building type all the equipment terminals are attached to as well). I just didn't bother working on it when I was first implementing the VR zones because map16 is unused and nobody's expressed desire to work with it in modding.

That's a similar reasoning as to why the VR zones as a whole took this long to implememt - no one (else) expressed a desire to work on the map data.
