Better UI for Approve button

As a user, I want to have a much clear "approve" button that explains what it does. There is a user on WP.org that confuse either

Maybe we can change it to
"Approve and Schedule" for future publication
"Approve and Publish" for immediate publication

• "Publish" for immediate publication
