Silence ruff ARG001 on pytest fixture arguments in the interval experiment tests

The `db` and `content_pks` arguments are requested for their fixture side
effects and are not used in the function bodies. Mark them with the repo's
usual `# noqa: ARG001`, which fixes the "Ruff: New Violations" check on #1643.
